Approximate certainty-of-close ranking: agency multifamily and balance-sheet life co (highest, 85% to 95% close rate from term sheet ); bank perm in normal credit conditions (80% to 90%); debt funds (70% to 85%, depending on platform stability); CMBS in normal capital-markets conditions (75% to 90%). Each can drop sharply in stressed conditions.
Why each category ranks where it does
Agency multifamily (Fannie DUS, Freddie Optigo): highest certainty in normal market conditions. Programmatic pricing, predictable underwriting, large balance-sheet capacity through the GSEs. Risk: agency volume caps reached late in the year, mission-program complexity, FHFA scorecard changes.
Balance-sheet life co perm: very high certainty for relationship lenders on assets and sponsors that fit the box. Underwriting decision sits with a small senior team; once approved, execution is predictable. Risk: thin lender options, may pass on deals that fall outside the box.
Bank perm: high certainty in normal credit conditions; can drop sharply when the bank hits CRE concentration limits, faces deposit pressure, or reacts to regulatory guidance. The 2023 regional-bank distress demonstrated how quickly bank execution can deteriorate.
Debt funds: certainty varies widely by platform. Established multi-fund platforms with stable warehouse capacity execute reliably; newer platforms or single-fund vehicles can face capital pressure that delays or kills deals.
CMBS: certainty depends on capital-markets conditions. In normal conditions, conduit lenders execute reliably; in periods of conduit volatility (2008, 2020, and the 2022 to 2023 regional bank stress), CMBS can shut down in days. Fannie/Freddie alternative execution becomes the fallback.
What raises certainty for any category: clean financial package, sponsor that has executed before with the lender or category, deal that fits the lender's box without stretches, realistic timeline, parallel backup options identified before signing the term sheet.
