A Phase I Environmental Site Assessment (ESA) is a non-intrusive review of a property's history, current condition, and surrounding sites to identify recognized environmental conditions (RECs). Required by most CRE lenders and standardized under ASTM E1527. Cost is typically $3K to $8K and turnaround is 2 to 4 weeks.
What does the report look at?
Historical aerial photos, fire insurance maps, prior site uses, regulatory database listings (federal and state), neighboring properties, on-site interview with property management, and physical site inspection. The goal is to identify any 'recognized environmental condition', past or present releases of hazardous substances that could create future remediation cost.
What happens if a REC is identified?
The lender will require Phase II investigation: subsurface sampling and laboratory analysis to confirm whether a release actually exists. Phase II costs $10K to $50K depending on scope and adds 4 to 8 weeks. If contamination is confirmed, the lender may require remediation, an environmental insurance policy, or a no-further-action letter from the regulator before closing.
Who can the borrower use as the consultant?
Lender-approved environmental consultants. The borrower can usually choose from the lender's panel and shop within the panel for cost and timeline. Borrowers should never order a Phase I before the lender's panel is identified, wrong-firm reports often have to be redone.
