Agency multifamily debt comes from three programs: Fannie Mae DUS (delegated lender network), Freddie Mac Optigo (lender network, including Conventional Small and conventional), and HUD (FHA-insured 223(f) and 221(d)(4) ). Together they finance roughly half of all US multifamily debt at some of the best terms available.
What does agency execute well?
The DUS and Optigo lender networks include roughly two dozen approved lenders each, many active in all 50 states. Most institutional multifamily refis quote 2 to 4 of these lenders side-by-side.
Where agencies are less competitive
Pre-stabilized properties (use bridge first, take out to agency at stabilization). Properties with significant rehab need (HUD 223(f) with rehab is the main exception). Loans where debt yield is the binding constraint and the published debt-yield minimum for that tier. Confirm it in the current guide for the specific program. Very large concentrations or portfolio deals (life cos and CMBS may be more flexible).
Small loans
Freddie Mac stopped accepting new Small Balance Loan applications on April 30, 2026. New small multifamily loans are Optigo Conventional Small, generally $2 million to $10 million. Benchmark yields are on the rates page. A lender indication is specific to the property.
Process and timeline
Term sheet 5 to 10 days from a complete package. Application and rate-lock 30 to 45 days from term sheet. Closing 45 to 60 days from rate-lock for Fannie DUS and Freddie Optigo. HUD 223(f) is the outlier at 6 to 9 months from engagement to closing.
Critical path runs through third-party reports (appraisal, environmental, engineering), agency UW review, and legal documentation. Lender-side processing teams typically refresh the borrower weekly with status, with all closing-checklist items tracked in a shared data room.
Decision-maker access
Agency lender decision-makers are the chief credit officer and program-specific underwriting head, behind the production officer who carries the borrower relationship. Repeat institutional sponsors typically reach the credit officer directly within a day on a new opportunity. Agency itself does not interface with borrowers; the lender owns the relationship.
On marginal credit calls, sponsor presence in the credit conversation matters. Sponsors with a clear narrative for the deal and current operating data ready to discuss typically clear marginal credit decisions faster than sponsors who delegate the credit conversation to the advisor.

Frequently asked questions
What is the 2026 agency multifamily cap?
U.S. Federal Housing set Fannie Mae’s and Freddie Mac’s 2026 multifamily loan-purchase caps at $88 billion each on November 24, 2025. At least half of each Enterprise’s multifamily business must be mission-driven. Qualifying workforce-housing loans are excluded from the cap.
Should I quote both Fannie and Freddie on the same deal?
Yes, almost always. They quote independently with similar but not identical sizing tests, and pricing varies week-to-week between them. Pick the better quote.
