What is a HUD 223(f) loan?

Short answer

HUD 223(f) is FHA-insured permanent financing for the acquisition or refinance of stabilized existing multifamily. Up to 35-year fully amortizing terms, up to 85% LTV (lower for cash-out refis), non-recourse , fixed-rate. Closes through HUD's Multifamily Accelerated Processing (MAP) framework, which typically takes 6 to 9 months.

What does 223(f) execute well?

A fully amortizing loan has scheduled payments intended to repay principal by maturity. Confirm the actual term, amortization and any balloon in the loan documents, along with the conditions of the financing.

Pairs well with significant capital improvement programs because the program permits a rehab budget within the 223(f) loan (subject to caps).

What is the trade-off?

Time. The MAP process, from engagement of a HUD-approved MAP lender to closing, typically runs 6 to 9 months. Borrowers needing speed should not start with HUD. The legal docs, third-party reports, and HUD review timelines are non-negotiable.

Cost. Mortgage insurance premiums (MIP) of typically 60 to 70 bps annually plus closing costs that run materially higher than conventional agency. The economics work for borrowers who value the long term and high leverage; they do not work for borrowers planning to sell or refi within 3 to 5 years.
