How does conversion lender appetite differ by city, NYC, Chicago, LA, DC?

Short answer

Conversion lender appetite varies sharply by city. NYC: deepest debt-fund and HFA bench ( 467-m abatement). DC: moderate debt-fund + DMPED financing (Housing in Downtown). Chicago: TIF + city HFA on LaSalle Street. LA / California: AB 2011 can make a qualifying multifamily project ministerial if the project meets the site, density, affordability, and labor tests. Each market has different incentive sequencing.

Conversion lender options by city: what's executable

New York: NYC 467-m abatement (35-year property-tax abatement on Manhattan office-to-residential below 96th Street with 25% affordability set-aside) drives the deepest conversion lender options in the country. NYC HDC participates in the abated portion. Tier-1 debt funds and a small group of regional banks fund construction; agency multifamily takes out at stabilization.

Washington DC: DMPED's Housing in Downtown program offers a 20-year tax abatement plus DC Housing Finance Agency low-cost financing. Lender bench is narrower than NYC, a small group of regional banks, debt funds, and DC HFA. Conversion permit and tax-abatement timing must align with construction-loan close.

Chicago: LaSalle Street Reimagined (city-funded gap financing plus TIF participation) drives a focused conversion-financing market on LaSalle Street office. Illinois HFA and city programs participate; debt-fund construction is the dominant private lender options. Pricing inside city-program eligible deals is materially tighter than market.

Los Angeles / California: AB 2011 can make a qualifying multifamily project ministerial on a site where office, retail, or parking is principally permitted, if the project meets the site, density, affordability, and labor tests. A market-rate office conversion that misses those tests is not by-right. Bank and debt-fund construction available; agency multifamily perm at stabilization. SF and LA are the most active markets but the program applies statewide.
