Wildfire risk has materially hardened admitted-market property insurance availability in California, Oregon, Colorado, Washington, and the Mountain West. Many CRE assets in wildland-urban interface (WUI) zones have moved to state FAIR plans plus excess wildfire layers. Lender sizing on wildfire-exposed assets has tightened 25 to 75 bps via lower debt yield and DSCR floors.
Wildfire underwriting and what it does to a CRE loan
California's admitted property insurance market has retrenched materially from wildland-urban interface (WUI) commercial property since the 2017 to 2020 wildfire seasons. The California Department of Insurance has documented multiple major-carrier withdrawals from WUI commercial lines per CDI press releases. The result is an increasing share of wildfire-exposed CRE on the California FAIR Plan with private excess wildfire stacked above.
California FAIR Plan commercial coverage caps at limits below most CRE replacement values; per-location limits and aggregate program caps trigger lender requirements for excess wildfire layers from specialty markets. The combined cost has roughly doubled on many WUI California assets since 2018 per CDI market reports.
Lender sizing impact: debt yield floors on wildfire-exposed California assets have tightened by 25 to 75 bps relative to comparable inland Western assets. CMBS conduits often exclude WUI commercial above defined wildfire-modeling thresholds, pushing those assets to debt funds and life-co lenders that have specialty wildfire-modeling capability.
Sponsor-side mitigation that helps lender treatment: defensible-space documentation, ignition-resistant exterior assemblies, on-site fire suppression systems, and (where feasible) a parametric wildfire supplement. Engage a wildfire-experienced broker before LOI; the insurance schedule alone can swing the deal economics by 50 to 150 bps of all-in cost.
